What a short blocked list actually means
This is the part every competing page gets backwards, and it is the most useful thing on this site.
A blocked-state list is not a regulatory map. It is a record of which operators complied when a state gaming commission told them to leave. A book with no restrictions has either never been written to, or has been written to and ignored it.
That inverts the obvious reading. Bovada carries the longest blocked list in the market precisely because it responds to cease-and-desist letters — the same institutional behaviour that tends to correlate with honouring withdrawals. Books showing “none” may simply be operating below the radar, or may be the ones that stayed put after Mississippi’s regulator wrote to five major operators and none of them exited the market.
So use the table two ways. First, practically: can you register and cash out from your state today. Second, as a signal: an operator that ignores regulators is an operator with fewer reasons to treat your withdrawal request as binding either.
Where You Can and Cannot Bet Legally in 2026
Offshore demand is concentrated in states with no regulated alternative. As of mid-2026:
No legal sports betting of any kind (11 states): Alabama, Alaska, California, Georgia, Hawaii, Idaho, Minnesota, Oklahoma, South Carolina, Texas, Utah.
Legal but with no usable commercial online option:
- Florida — mobile runs only through the Seminole-operated Hard Rock Bet app. No commercial operator can enter.
- Mississippi — mobile wagering restricted to the physical premises of a licensed casino.
- Washington — mobile limited to tribal casino floors. See the warning below before betting from Washington.
- Nebraska, New Mexico, North Dakota, South Dakota, Montana — retail or tribal-limited.
- Wisconsin — online signed into law April 2026, not yet launched at time of writing.
Thirty states plus DC now offer legal online sports betting. If you are in one of them, a state-licensed app gives you a regulator you can complain to, and that is worth more than a bigger bonus.
⚠️ Washington State
Washington is the one state where the individual bettor carries meaningful criminal exposure. Under RCW 9.46.240, online gambling is classified as a felony on the state’s books. Enforcement against recreational bettors is effectively unheard of — but “rarely enforced” is not “legal,” and the distinction is yours to weigh, not ours to wave away. We do not recommend offshore betting from Washington.
Is Offshore Sports Betting Legal in the US?
The honest answer is that it depends entirely on which party you are.
For you, the bettor: no federal statute makes placing the bet a crime. The two laws people cite both target the business. The Wire Act of 1961 applies to those “engaged in the business of betting or wagering” using wire communications to transmit bets — it prosecutes operators, not customers. UIGEA, passed in 2006, does not outlaw online gambling at all; it prohibits payment processors from knowingly handling transactions tied to unlawful internet gambling. That is why your card gets declined, and why crypto has become the default rail offshore.
For the operator: clearly illegal. The Department of Justice’s position is that offshore sportsbooks accepting US bets violate 18 USC 1084, 1952 and 1955.
State law is the layer that varies. Most states are silent on the individual. A handful are not — Washington being the sharpest example.
What this means practically: your legal risk as a recreational bettor at an established offshore book is low but not zero, and your consumer protection is thinner than on any state-licensed app. There is no US regulator you can escalate a dispute to. That trade-off is the entire reason this site exists, and anyone telling you it is risk-free is selling you something.

A large bonus cannot buy a ranking. A 200% match with 15x rollover and a max cashout cap is worth less than a 50% match at 1x, and we score it that way.

BetOnline’s case rests on two things that matter more than its bonus: market depth and a rollover requirement low enough that the welcome offer is actually clearable. A 1x rollover is close to unheard of offshore, where 10x to 15x is standard and functions as a soft lock on your deposit.

Four decades of continuous trading is the single strongest signal available in a sector with no regulator behind it. Bovada has the best prop builder offshore — a live odds slider that lets you move a player line and watch the price shift in real time, rather than hunting through sub-menus. For same-game parlays and recreational prop betting it is the cleanest experience available, and the 5x rollover is reasonable by offshore standards.
The problem is availability. Bovada blocks roughly twenty states plus DC, more than any competitor, and for a large share of American bettors it is simply not an option. Tennessee fined it $50,000 for failing to comply with a cease-and-desist, and state investigators reported still being able to place wagers afterwards — so even the compliance is partial.
Read the blocked list as a positive signal about the operator and a negative one about your odds of being able to use it.

Several operators pushed hard across affiliate sites right now launched within the last 18 months — Lucky Rebel (2025), BetWhale, VoltageBet, ApuestaHoy and Thunderpick among them. Large headline bonuses on brand-new domains are the oldest pattern in this sector, and a book with no payout history has nothing to lose by not paying you.

Banking: Crypto Is the Default, and Getting More So
Because UIGEA restricts processors from handling transactions tied to unlawful internet gambling, card deposits offshore are unreliable by design. That pressure is increasing: in June 2026 Florida’s Attorney General issued cease-and-desist letters to Visa, Mastercard and American Express over processing deposits to named offshore books.

Practical points. Use the same method to withdraw that you used to deposit — switching rails is the most common cause of a payout hold. Complete verification before your first withdrawal, not during it. Stablecoins (USDT, USDC) avoid the price movement that makes BTC awkward for a betting bankroll. And keep a small amount in a personal wallet so you are not waiting on an exchange transfer mid-weekend.
Bonuses: The Only Number That Matters Is Rollover
A 200% match up to $6,000 with 15x rollover is worth less than a 50% match at 1x. Here is the maths nobody on the competing pages shows you.
Take a $500 deposit with a 100% match at 10x rollover on deposit plus bonus. Your combined balance is $1,000. You must place $10,000 in qualifying bets before any of it can be withdrawn. At a realistic 5% hold, that turnover costs you roughly $500 in expectation — the entire bonus.
Now take the same $500 with a 50% match at 1x. Combined balance $750, turnover requirement $750. You have $250 of genuine value.
Terms to check every time: whether rollover applies to bonus only or bonus plus deposit; minimum odds (bets below the threshold often do not count); eligible markets (many exclude live or low-juice bets); expiry window; and maximum cashout, which can cap a large win regardless of what you turned over.
You can almost always decline the bonus. If you value fast withdrawals or bet at low juice, declining is frequently the correct call.
Markets and Betting Options
Offshore books are not bound by US state or league restrictions, which shows up in three places.
College sports. No restrictions on in-state college teams or college player props — both commonly barred at state-licensed books.
Player specials. Where regulated apps stop at points, rebounds and touchdowns, offshore menus extend into stat-based props US apps rarely price.
Global markets. European football, cricket, rugby, esports and international leagues get depth domestic apps do not attempt.
Standard bet types run the full range: moneylines, spreads, totals, parlays and same-game parlays, teasers, round robins, props, live in-play and futures. Futures in particular tend to post earlier offshore and hold a wider field of longshots.
On odds. The benchmark is -110 on sides and totals. Books offering -105 to -108 on standard lines are giving you a measurable edge; -112 or worse without line movement is a book taking more than the market rate. Line shopping across two or three accounts is the single largest edge available to a recreational bettor, and it costs nothing but signup time.
Mobile
Almost no offshore book ships an App Store app, because Apple and Google exclude real-money offshore gambling from their US stores. What you get instead is a mobile web app you save to your home screen — which, once installed, is close to indistinguishable from a native app.
A handful, Everygame among them, offer a downloadable Android APK. Only ever install one from the operator’s own domain, never a third-party mirror.
What matters on mobile is whether live odds refresh without lag, whether the bet slip holds state, and whether the cashier works properly on a phone. Test the withdrawal flow on mobile before you need it.

Responsible Gambling
Offshore books provide fewer built-in safeguards than state-licensed apps, so the discipline has to come from you. Set deposit and session limits before your first bet, not after a losing run. Most reputable offshore books offer limits, time-outs and account self-exclusion in settings — use them.
